Considering the question of "which iPad is best for you", is really about having a basic understanding of the technology and your level of need.
The iPad is unique in that the ease of use precludes you having much worry about the technological experience in deciding which iPad is your best choice.
One of the interesting aspects of a product like the iPad, is that the marketing and “buzz” is so prevalent, that it can almost create a self-consciousness among people to not ask questions and seek out information. This phenomenon is sort of like a “tech-divide”.

As between iPad and iPad 2, consider the following variations. The iPad 2 is thinner in size and a little faster as it features a more advanced processor. It is noteworthy that for either version, users have noted that it is a fabulous tool for consuming and displaying media. However, if your major goal is actual creation of content, a more conventional notebook with a keyboard might be for you.
The size and connection questions are the major areas of confusion when deciding which iPad is the better purchase. In the area of storage size there are the 16GB, the 32GB and 64GB models. Remember it is prudent to know yourself and your needs first, to avoid overspending. A 16B has smaller capacity but is the cheapest in price.
If you are interested in managing some limited media and want to do mostly web surfing, consider the 16B. The next step up is the 32GB. This is for you if you desire to do more file storing and game playing. The 64GB is for you if you are looking for a lap top replacement. Space isn’t a concern with this model and it tends to have stronger resale. As you might expect, the 64GB is the priciest of the 3.
The issue of connectivity comes down to whether you are planning to use it only in premises with an existing Wi-Fi hook up. The Wi-Fi only model is less expensive than the Wi-Fi with 3G model.
The Wi-Fi with 3G model allows for greater connectivity while traveling. It is also more expensive. If you need internet access at all times, this might be your choice. Which iPad is mostly about you and your needs with an understanding of which iPad best meets them. In that regard it is no different than a car or blender. There is no need to be intimidated.
